Hmm, I have never encountered this problem before...

All you are getting is blinking? Are you getting any error message?

Did you try Defraging? Did you run CHKDSK? Did you Uninstall and then Reinstall?

Okay, hmm... I am thinking...

It may have came up before, I may not have read it... Does your computer meet the Minimum requirements for the game?

Let's try this:

Run -- DxDiag --> Display tab --> Ensure all three DirectX features are enabled

If they are, run a "Test Direct3D" as this is where your problem lays.

For the note - just because you meet the minimum requirments of a game does not always mean it will be playable.

The file ati2dvag.dll is not digitally signed, which means that it has not been tested by Microsoft's Windows Hardware Quality Labs (WHQL). You may be able to get a WHQL logo'd driver from the hardware manufacturer.
To test DirectDraw functionality, click the "Test DirectDraw" button above.
Direct3D 7 test results: All tests were successful.
Direct3D 8 test results: All tests were successful.
Direct3D 9 test results: All tests were successful.
This is what u get from the results.

Besides, I found that it is not the screen resolution mode. When I uncheck the color effect(光色效果) in the game setting, it will not reboot.

P/s: 光色效果 is chinese word. I think if translate to english is color effect.
