Hi rlmarr, try running fixwinxphelp.vbs. You can download it here. Reboot afterwards and let us know if this helped.

I suggest that if IE7 isn't causing any problems on other people's computers, it should be left alone.

Did you get all other Windows updates after the clean install but before installing IE7? Did you install your antivirus software before installing IE7? Some antivirus programs can interefere with installations that change, edit or otherwise alter system files and should be temporarily disabled before starting such installations.
