Windows Cannot Start!!!, <Windows root>\system32\hal.dll Missing or Corrupt

I recently tried to start my comp and got this messege on startup. Windows could not start because <Windows root>\system32\hal.dll is Missing or Corrupt Re-install a new copy. This computer is a Dell Dimension 8100 upgraded to XP from ME. I've tried to use resource CDs but to no avail. I no longer have the Windows XP disk either. After about 150 tries it started and I have left it on for the last couple weeks.
