Setting Advance User Permissions

This might be more advance than I have tried before with user permissions.

On a Vista desktop, I have two external drives. What I like to do is have an account that has:

> No access to certain folders on C:.
> No access to external A.
> No access to all folders, but say one or two, on external B.

Possible? If software is needed, only full freeware please.
