Streaming Video Buffering

Windows 10, 32 GB RAM, Intel i5-9400F @ 2.9GHz

Online speed test says I'm at 751 MBps. Hardwired internet, no wireless devices in the house.

Going up in tier speed with my provider prohibitively expensive.

Can't tell if buffering is at my end or at signal end.

Only thing that stops buffering is to completely reboot the computer and even that often does not work.

Sources are various. Dailymotion is especially bad.

With those specs I don't believe the problem is at your end, to prove this try viewing some clips from a known good server eg Youtube.

I agree with Ned,

It is more likely the website that your using, and or the streaming player they are using.

A lot of the streaming videos are High Definition.
{720p, 1080p, or even 4K}
Thus, even with a fastest connection, you'll still get some buffering,
especially if the website is getting a lot of people accessing it at the same time.
One thing you can try, is see if you can adjust the picture definition down.
{640p, 480p, or 360p}
So, the streaming player doesn't need to work as hard streaming the video.
But as I noted, if the website is experiencing heavy traffic, even this may not work.
