Upscaling Video

All I want or need is ability to upscale video. No other features wanted or needed.

Windows 10, 32 GB RAM, Intel i5-9400F @ 2.9GHz

Clips are 240p and 320p, most about a half hour long. I want to upscale to at least 720p, 1080p even better.

Want this both reliable and inexpensive. Home use, not professional. Everything seems priced for business use, insanely high.

No trialware, crippleware, spyware, adware, malware or recurring cost/subscription.

You do realise that increasing the resolution of an already recorded clip will not improve the quality of the final result, in fact it is possible the the higher resolution clip will be worse.

There are products that claim to use AI to generate the missing bits to give a better result, but remember there are also salesmen who claim to be able to sell sand to Arabs.

Indeed, upscaling a video doesn't magically increase the true quality of the footage, as it cannot restore lost details. However, some tools use algorithms, including AI-based approaches, to enhance the visual appeal when upscaling and considering your requirements for reliability, cost-effectiveness, and absence of trialware or subscriptions.
