CPU fan intermittently spinning up

Hi,

i worked on a friends computer and blew a lot of dust out of the case and from the board and around the cpu.

now, the cpu fan spins up intemittently then slows back down, it is also not relevant to what i am doing at the time.

any thoughts?

Is speedstep(Intel) or cool & quite (AMD) enabled in the bios? If so the fan will change speed depending on temperature of the cpu, and could be the cause.
