How to save favourites when switching pc

I want to save my favourites onto a new pc ,is there some way of doing this.I say new pc ,when in fact the old one is being upgraded with a new motherboard and processor,but the ram is being kept along with the hard drive.Are the favourites stored somewhere on the hard drive?

You mean your Favourites in Internet Explorer?
Just open IE, go to the menu bar and click File >> Import & Export.
Now click in the radio button "Save as a file" & click "Next".
Now tick "Favorites" as your choice to export & click "Next".
Leave the "Favorites" folder highlighted (that's the default) and click "Next"

Now you'll see "Where do you want to export your Favorites".
Click the "Browse" button and navigate to an external drive such as a thumb-drive.
Now click "Export" and the Favorites file will be saved there as bookmark.htm.

Put the thumb-drive on your other PC & open IE.
Go to "File >> Import & Export" again but this time choose "Import from a file".
Tick "Favorites" & click "Next".
Click the "browse" button to navigate to where the bookmark.htm file is & double-click that file.

Now click "Next" and click the "Import" button.

If the same hard drive will be in the computer after the upgrade, the favorites for IE and the bookmarks for Firefox will still be on the hard drive.

Whoever does the upgrade will have to reinstall Windows, then re-activate it because of the upgrade but they do not have to format first; just a new installation over the old once the new hardware is in place. It should not interfere with your data although there is a chance some programs will have to be reinstalled to replace some files and maybe some registry entries.

If they do format before the reinstall, you will lose everything that's on the drive now. Talk to whoever's doing the work to make sure what, exactly, they're going to do.

It's a good idea to back up you data before the upgrade anyway, just in case.

there is a free addon for firefox and ie that will sync favorites. It comes in handy when changing computers, if you use different browsers and more. You may want to consider it in this case.

You can import the same IE bookmark.htm file you saved into Firefox as well:

Open Firefox. Go to Tools >> Bookmarks >> Organise Bookmarks
Click the Import & Backup button.
