Did you just build it or what?

Has it ever powered on?

What does it do when you press the power button? Beep at all?

First thing is to check to make sure that the PSU is turned on. When they ship PSU's they usually have the switch on the back of them to the off position. Next make sure that you have the 20-24pin and 4-8pin connectors from the PSU connected to the MB. Next make sure that you have the power connector from the case (power button) connected to the right pins on the MB.
What exactly does it do when you try to power it on? If it starts go into the BIOS and set it to "Load Optimized BIOS" and save and exit.
