160gb Hard Drive Locked at 32gb

Hi,
I purchased a used (I know) 160gb IDE hard drive. The drive only shows a healthy 32gb. I'm not an expert but more like a strong home user/builder and I've dealt with this issue before. I've tried all jumper settings, I know about the 32gb limiting factors. BIOS is set correctly as all other drives work as expected. Used Seatools for DOS and Win to try to manually reset the capacity, failed. Used KillDisk in an attempt to wipe the entire drive. I've done all surface scans and diagnostic tools I can think of. Yes, I've tried through Disk Manager. No matter what I do it still shows a healthy 32gb available. It's even fast according to HD Tach. Everest shows it's a 160gb drive with a formatted capacity of 32gb. I know it's a 160gb drive. It works perfectly with no noise when running, just at 32. I've even hooked into my Linux system. Gparted shows 1 partition @ 32 and healthy whether using EXT2 or NTFS. SMART shows good. Have I got a bad controller board? It's like it's hard locked. I've run out of ideas. At least it was cheap.

Win 7/Win XP SP3

Linux Box
XP 2700 system
Ubuntu 9.10

Does it show any unused space via the tools you've used? i.e.: 32 GB assigned to the partition, but about 118 GB unassigned?

If you tried using the drive in a different system (different hard disk controller), and it's still showing only 32 GB with no spare disk space AND you've tried different file systems that support it AND your sector sizes are not out of whack AND nothing is shorting the 32 GB jumper (i.e.: a piece of metal, the prongs clamped together and touching each other), then you probably got a lemon...

try reformating it to ntfs file system.
