local users accounts help plz

Home premium doesn't have the setting the local security users management is there a way to fix this issue without upgrading cause im in a tight budget and i want to setup and security where my parents can not install anything into this pc and allow them to have permission to view folders and etc. . .except the admins, any advice or instructions would be nice, thanks

Why not just set them up with a Standard Account? See here.
