Is this a scam?

I went to Tom's Hardware website and they were having a drawing for a motherboard. I don't know if I indeed won it or is it just a scam.
Anyway here is the email they sent me in it's entirety.

Well I sent them my info. It was just my name, address and telephone number. So we'll see what happens.

You could just leave it in the box, and resell it (Ebay, Craigslist etc.). At least one cheap enough processor can be had for it, and some cheap enough RAM and you're in like flint.

I was thinking about just reselling it, but I would really like a new MB. What about a PSU and a video card or does it have onboard.
