Red x's and Encoding

I worked on two PCs that both had the problem of red x's on certain websites, namely www.springdale.com and bankofamerica.com. Both machines have Windows 98 2nd ed. with all the latest updates and service packs. Both are running IE 6 with SP1. When I right clicked on the page and then clicked on Encoding, Western European (ISO) is selected. When I clicked on Western European (Windows), the pictures appeared, but if I close the page and open it again, it reverts back to ISO. What causes this and how can I get it to default to Windows? They didn't used to do this.
