Lap Top takes too long to boot

I have a Dell 700m Inspiron problem with my laptop. It takes at least 10 minutes to start up. I also have a problem with resource usage. As the day goes by, an Access data base I use suddenly shuts down, and a prompt comes up to tell me that I'm out of resources ('Windows bit 16' or something like that), then I have to re-start to be able to open the database, otherwise, I can't.

I don't believe that possible because I have 1.23 GB RAM installed and still have 7.23 GB of free disk space.

What do you need me to do to diagnose the problem and fix it.

Try booting to Safe Mode and see how it runs. You won't be able to do a lot of things, like printing but that's OK for now.

To boot to Safe Mode, start tapping the F8 key after to power up the computer and choose Safe Mode.

I have tried most of the suggestions, except for disabling some of the start-up programs. I tried that and it is working a lot better.
