Exclamation Norton won't uninstall/install

My Norton antivirus 2003 won't uninstall/install. I uninstalled it for a week because of problems and foulishly got a virus. I finally got everyone off except a little part of the virus, which requires Norton. When I installed it it kept saying you must restart your computer to use Norton, even when I did. When I tried to uninstall it it said "The program must be installed to use this function" So one by one I deleted all Norton files on my computer, but it still says there is some and to uninstall it in Add/REmove Programs, but no Norton in there. Anyone know what could be happening/what could fix it? Thanks
