Recycle Bin files do not appear in recycle bin

I saw where jr70895 asked this Q on Aug. 7, but I had a problem doing what was said to do.

I went to the website and DL'd the reg. file. I tried to open it and said yes to the question:
"Are you sure you want to add the information in C:\Documents and settings\Ken\Desktop\restorerecyclebin.reg to the registry?"

Then I got this:
"Cannot import C:\Documents and settings\Ken\Desktop\restorerecyclebin.reg: The specified file is not a registry script. You can only import binary registry files from within the registry editor.

Is there another way I need to do it? Any help would be appreciated.

WHAT YOU DO IS, OPEN NOTEPAD AND PASTE IT THERE THEN CLICK "SAVE AS" THEN DELETE *.TXT FROM WINDOW AND THEN NAME THE FILE ANYTHING YOU WANT TO BUT PUT > .REG < IN THE PLACE OF *.TXT. FROM NOW ON YOU WILL SEE THE "MERGE" OPTION IN THE DROP DOWN MENU.

Are you saying?:instead of saving from the kelleys-korner site, just click on the link and then save that text to a notepad file? Then name it whatever.reg? Save it to anywhere in particular? I put it on desktop. Then I right clicked and clicked on merge, but it gave me the same message. But there was a merge on right click on the original file.

Two suggested fixes here.

Re-Install Recycle bin XP
Run> type cmd = enter
at the command prompt type> cd c:\ = enter
at the c:\ prompt type> rd /s recycler =enter then exit,
and reboot

No 2...
Here's how to fix a corrupted Recycle Bin in Windows XP...

First, set your Recycle Bin to configure drives independently, then, from a Command Prompt, type in...
*cd /d c:\ (enter)
%SystemRoot%\system32\attrib -r -h -s recycler (enter)
rmdir /s recycler (enter)
When asked "Are you sure?" type y (enter)*
Repeat for all hard drives on your system, ie, for D drive...
cd /d d:\ (enter)
%SystemRoot%\system32\attrib -r -h -s recycler (enter)
rmdir /s recycler (enter)
When asked "Are you sure?" type y (enter)
Once you've gone through all your hard drives, reset Recycle Bin to configure drives globally (optional).
*Send a junk file to your (non-existant) Recycle Bin and delete it (the junk file). This will cause Windows XP to recreate your Recycle Bin(s), minus the corruption*
