Virus disguised as an "Anti-virus"

Somehow I've contracted a virus onto my computer, of which, seems pretty impossible to get rid of.
It's very similar to a new trend of virus making, of which appear as a pop-up advertisement soliciting the premise that such "Anti-virus" has detected viruses on my computer, and to "click here" to remove such viruses now.
Upon clicking "remove viruses now", such make-believe Anti-virus actually installed the virus onto my computer disguised as an anti-virus software.
It has been so far impossible to get rid of, as it won't allow me to open my AVG anti-virus remover. It also prevents me from opening up the "Add/Remove Programs" within Control Panel.
I've tried searching thru sections where viruses typically hide, such as System 32, and Programs, although, the Anti-virus virus, is not installed in any folder named Anti-virus such and such, and upon trying to click open any questionable file(s) which may contain the virus, or even merely trying to delete such questonable file(s), doesn't allow me to do either.
It also doesn't allow me to open Threatfire of CCleaner programs, to get rid of it.
I downloaded several Anti-virus software programs onto a USB flash drive using another computer, including F-Prot, Panda, MacAfee, CCleaner, Threatfire, etc., and tried opening these Antivirus removers from the external flash drive, which wouldn't allow me to do either.
Lastly, I tried reinstalling a copy of Win XP, and itwouldn't allow me to open "Setup" from "My Computer" to start the reinstallation, in hoping to get rid of the virus in this manner, although the copy of Win XP did not have the Autorun feature.
The only two things I haven't tried is reinstalling Win XP using an Original which has Autorun feature, of which I don't have; or installing Win XP onto another Hard Drive, maybe along with those Antivirus removers I put on the flash drive, and then installing the other Hard drive with Win XP within the computer, probably set as "Master" jumper setting, and change the Hard drive with the virus to "Slave" jumper setting; start the computer with the other fresh hard drive, and try running the Anti-virus softwares from one hard drive to the other.
Is anybody familiar with trying these methods, or has another method for removing such virus?

Please take note of some guidelines for this fix:
  • Refrain from making any changes to your computer including installing/uninstall programs, deleting files, modifying the registry, and running scanners or tools. Doing so could cause changes to the directions I have to give you and prolong the time required. Further more, you should not be taking any advice relating to this computer from any other source throughout the course of this fix.
  • If you do not understand any step(s) provided, please do not hesitate to ask before continuing. I would much rather clarify instructions or explain them differently than have something important broken.
  • Even if things appear to be better, it might not mean we are finished. Please continue to follow my instructions and reply back until I give you the "all clean". We do not want to clean you part-way, only to have the system re-infect itself.
  • Do not start a new topic. The logs that you post should be pasted directly into the reply. Only attach them if requested or if they do not fit into the post.
  • Please set your system to show all files.
    Click Start, open My Computer, select the Tools menu and click Folder Options.
    Select the View Tab. Under the Hidden files and folders heading, select Show hidden files and folders.
    Uncheck: Hide file extensions for known file types
    Uncheck the Hide protected operating system files (recommended) option.
    Click Yes to confirm.

  6. Two reports will open, copy and paste them in a reply here:
    • OTL.txt <-- Will be opened
    • Extra.txt <-- Will be minimized
