I don't get it. Doesn't ccleaner app does the same thing as the wiping from the system menu? And is safer for people who don't know what they're doing?

it does not have the rights to delete system cache. you have to give it specific permissions to do it. but I would still go through the steps to wipe the cache partition manually. as far as being safe. generally it is but as with any software there can be issues no matter how knowledgeable the person is.
