XP wallpaper won't save

I have one XP machine that you can set the background to a picture but everytime you reboot it resets to a blank blue background. Anyone know why or how I have it "save" the background settings?

In Display Properties>Desktop tab, click on the Customize Desktop button.

In the window that opens, go to the Web tab and uncheck everything there.

Click OK and Apply, then set the wallpaper to what you want, click OK, reboot and see if it sticks.

I assume you right clicked the desktop and set the wallpaper via properties/desktop? did you click apply rather than ok?
