when the startup disk loads do you see a confirmation on screen that the CD-ROM drivers have been loaded and the drive assigned a letter?

Unhappy same problem

I have gotten the same message and am stumped. I even downloaded a new boot disk and get non system disk and have to remove it. I've also gotten the message that there are no windows files. Please help. I've even tried my 98 disks but nothing will install since I did fdisk and format.
