video card display problem

I just got a new Geforce 4 MX4000 128mb today and everything is running fine, frame rates are very good... but I notice in video games and sometimes on websites when I scroll down I get multicolored speckles everywhere. I've tried this with the 53.x drivers and 44.03, same thing.

here's a snippet from a webpage that I saw this on.



This is with an AMD XP1800+ on Windows XP Pro SP1, giga-byte GA-7DX+ motherboard.

Any help would be appreciated

How do you know the frame rates are good?
Have you overclocked the card?

lowered cpu clock back to default and it fixed the problem. Thanks
