Can't install win 8.1 or any apps from windows store

I am running windows 8.0 on a desktop. I cannot install win 8.1

It will go through the install process each time I try it and get through "applying settings" 100% again and again and then have the same error.

After rebooting, message said "could not install 8.1 - your system has been restored to it's previous version - OxC1900101 Ox40017.

I can not install any apps from the apps store either. I keep getting an error message saying:
"could not install because windows firewall service is not running. Start windows firewall service and try again."
I use the firewall that comes with my Avast antivirus. I have turned it off and tried to start the windows firewall but it will not start running -- I keep getting and error message:
"Action Center can't turn on Windows Firewall.-- Turn on Windows Firewall manually" ---- When I try to turn Windows Firewall on manually I get the message: "Windows Firewall can't change some of your settings. Error code 0x80070422

I have all the latest windows updates and have run virus and malware scans. PC is only a year old so hardware compatibility should not be an issue.

I have had win 8.1 installed before. I had the OS crash and had to do a complete reinstall and have not been able to get 8.1 to install again.

you need the Win 8/8.1
To logged in via the start screen,
to access the ms web app store,
if you did not set an email account at setup/install ,,
when you loaded os
the pc is not given app shop access rights ,
you need to find [above] The web page at Microsoft site app downloads pages verify your pc and os with the email account then you get the rights ,
and you can download all the apps that you can use in win 8/8.1

Believe it is a driver update bug, if you have any external drives attached , unhook them (except moue and keyboard.

See if you have all the updated drivers before installing 8.1

Also if you have any Steelseries engine software installed, remove it.

Nvidia graphics card need the Windows 8.1 driver

Try boot it clean then install:

Can't install win 8.1 or apps

I do have access to the apps store.

I don't have any Steelseries software nor Nvidia graphics.

I have AMD Radeon. Also use Driver Booster2 to look out for driver updates and it show all up to date.

I spent over 2 hours an chat and phone with microsoft support with them taking control of my PC. (didn't help)

Haven't tried clean boot. Will give it a try when time and schedule lets me concentrate on it.

I keep getting an error message saying:
"could not install because windows firewall service is not running. Start windows firewall service and try again."
When trying to start windows firewall I keep getting and error message:
"Action Center can't turn on Windows Firewall.-- Turn on Windows Firewall manually" ---- When I try to turn Windows Firewall on manually I get the message: "Windows Firewall can't change some of your settings. Error code 0x80070422

1. Check to make sure the Time and Date are correct.

2. Download and run Windows repair here:

I ran windows repair -- followed all the recommended steps. -- before I could open "windows store" and downdoad an app but it would not install. Now I cannot even open "windows store". It acts like it is going to open for a second and then returns to the start screen.

Which anti-virus you using may be blocking Windows Store?

I am using Avast Internet Security 2015.10.0.2208 --- As I said earlier, before I ran the windows repair, I could get into the windows store with no problems. I had ran the fscscan before ever going to the windpws repair - which had 4 corrupted files it couldn't repair. But I could still get into windows store and select apps:

I was able to get back into the windows store and also get the windows firewall to open by using a tip I came across in the many forums I looked at to try to get some solutions to my windows 8/8.1 problems. Tip used was:
Windows button + "r"
Cut and paste: powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
"OK"

However Win 8.1 still would not install -- It would go through the whole process and then say it experienced a problem and reset it all back to the previous version.
With the exception of "Avast" I don't have the graphic cards or some of the other things the forums speak of known to cause problems.
I disabled Avast which did not good. I have all the latest win updates. Asus has a built in program to notify of driver updates along with "Driver Booster" I find no driver out of date. I have used window fix programs and done "command prompt" scan and fix processes suggested in forums.
The last thing I did was do a "clean boot" and totally uninstall "Avast" and turn off or disconnect all external devices and then download windows 8.1 again. Again it went through the whole install process -- only this time it said "PC had a problem and needed to restart. It would gather information and restart." Only this time it did not restore it to the previous version. It would go through a continuous "Loop" of restarting and going back to the same error message. No matter what I tried I could not get it to stop.
It was a good thing I had made a "bootable disk" and had just done a full system backup scan or I would have been screwed. I don't know what else to do, I guess I am just stuck with having to stay with just Win 8. Microsoft should offer a HUGH discount on their next system to Win 8 users.
