Tablet PC Component Missing

Okay, so how do I turn on the Tablet PC Component if it's missing?

Model: ASUS Eee PC 901
OS: Windows 8 Pro x32 (upgraded from Windows 7 Pro x32)
w/ eGalax Touch Screen 5.0.0.5017

Tried:
- Refresh system, keep files.
- sfc /scannow, no violations found.
- Googling for missing Tablet PC components using many different search queries.
- Googling for Tablet PC Components installer, doesn't seem to exist.
- Posting here.

It looks like that is no longer a feature in Windows 8.
Have a look here:

Strange... the OP of that link says:

In the Control Panel there's an option inside Tablet PC Settings to "Configure your pen and touch displays". You click on "Setup" and then it prompts you
They also have Windows 8. I don't have the option of any Tablet PC Settings, or pens, or touch displays... Surely I'm typing my search queries accurately... Why don't I even have that?

This is from the answer that was given:
In Windows 8, the Tablet PC Input Panel is no longer available. The Touch Keyboard replaces this component and the behavior for this component has changed, substantially. The executable for this component is still tabtip.exe.
I'm not using Windows 8 so I can't help you further.

Yeah... I'm not really looking for an on screen keyboard or an input panel. My end game here is have the touchscreen have the system act like a Windows 8 Tablet. For example, on the start screen, swiping from right to left would move to panels over to the next screen.

Thanks for trying to help though.
