Hum, well then try:

In Metro View click the Search option on the upper right scree, search for Personalization, please re-check if all settings are enabled.

Next:

Charm Menu type in CMD then right click on CMD and run as administrator
Click YES on User Access

At the prompt type

SFC/SCANNOW and it enter. When done reboot (may require a space after SFC)

Hopefully when clicking on a Tile you will be prompted to go to the Microsoft Store which will give you option to Repair or Reinstall the App.

So another curve ball. It got to 43% of the system scan and then said, "Windows resource protection could not perform the requested operation". I did the scan multiple times, and the same thing happened.
