Windows XP freezes while trying to access folders containing install files

Hey everyone, my friend's computer has some serious problems with it right now, and help would be greatly appreciated.

Here's the deal: whenever he puts a CD (containing an install) into the cd-rom drive, the drive spins without stopping. And when he tries to click into the drive, his whole computer locks up. Same deal happens whenever he tries to open a simple folder containing an installation file. The computer suddenly starts to get really laggy, and forces him to restart the computer.

Could this be some sort of virus or trojan causing the problem? How abouts could he fix this problem?
