Super lag in Tera

Win7 Professional SP1
Intel(R) Core(TM)2Quad CPU Q9650 @3.00GHz 3.00 GHz
8.00 GB ram (DDR3 SDRAM)
64-bit
Video Chipset: ATI/AMD Radeon HD CEDAR PRO
Audio Adapter:Intel 82801GB ICH7 - High Definition Audio [A1]
2 TB HD

I just had a new motherbd and HD went to 64-bit and put in 8 gig of ram. The PC should run Tera with no problem but it's so laggy I can't play the game. Is there anyone else having this problem? And does anyone know how to fix?

Minimum:
ATI Radeon X1600XT
Recommended
ATI Radeon HD 3870

Your "HD Cedar Pro" (probably a HD5450, possibly a 6450) is nowhere near as good as a HD3870
Here's a comparison.

It does theoretically exceed the minimum requirement, but won't be able to handle all the eye candy in the game.

Thank you. I was able to get rid of almost all the lag by shutting down most of the programs running in the background.
