Computer won't start up

Hi so I've been having a bit of an issue with my computer starting up. For some reason when I turn it on, the fans come on but won't start up. The screen is blank and I need to shut it down and turn it back on again for it to start up. I don't even get to the bios starting up screen, it just turns on and does nothing. There are no beeps and my cpu isn't over heating.

I've tried unplugging all the cables and cleaning the computer but that didn't work. I've also tried testing my CPU which runs around 40c idle and 45C under load. I stress tested it for about 7 hours until my computer finally restarted. I tried using normal speeds instead of overclocking it but that still didn't help.

I did notice it started doing this after I changed the heat sink and fan but it would only do it once in a while. Now that I replaced it again it's been doing it a lot more than before. I'm not sure if it's actually the CPU or if it's the motherboard.
