I agree with Digerati.
These are classic symptoms of a power supply failing.
Try swapping out the PSU for a known good PSU of similar Wattage.

If the problem persists...
Try replacing the CMO batttery.
{Normally this is a CR2032, and only costs few dollars.}
I have come across some cases where the battery is not quite dead,
and causes the computer not to boot up, or causes it to boot up intermittently.
