I don't think so. Many of the templates are made with images chopped up into tables making them difficult to customize. The best way is to use standard coding.
As for the site you linked to, it looks like crap in Firefox. It
might look ok in IE. I didn't bother to check. I certainly wouldn't consider using anything they have.
