Does the computer sound like it's going through its normal boot sequences from what you can hear? Let it boot up for a while and see if you hear the windows start up theme sound. Then you will know that the computer itself is doing what it should be doing.
It its not the video card, I would try swapping the memory for a stick that you know to be in working condition, or take it out and see if you system beeps.
Do the same with the CPU.
