That error indicates a bad or corrupt harddrive.
Better list complete system specs. (if it's a retail pc, post make and model number).

Does the pc list the installed hard drive onscreen during post? If not, you'll need to check the bios.
When you power on the pc press F2 and Run Setup. this will get you into the bios, look for any entries like SATA, IDE, Primary disk, etc. next to one or more of those entries, there should be a model number for the disks connected to the system. That tells you 2 things.

1. the drive is being seen by the bios.
2. make and model of the disk.

Use the model number to find out who makes the disk and download their disk utilities and test the drive.

(they all have bootable iso images so you can boot from a cd/flash/floppy and run the utilities from it.)

If the drive isn't listed in the bios, then the problem could be one of the following:

1. Completely dead drive
2. bad data cable to the mainboard (motherboard)
3. Bad Sata channel or IDE channel.
4. No power to the drive.
