Power Problem?

I have a desktop that once I turn off. I cannot immediately turn it back on. This seems to have been a problem for quite some time now but it has just gotten worse over time. I used to be able to flip the power on/off by the power cord in the back and unplug and plug in my power cord from my desktop to solve the problem. Now I have to wait about 30 minutes before it turns on. If I try to turn it on after I only wait about 10 minutes the lights turn on for a bit but the computer doesn't turn on. If I try immediately after it shuts off there are no lights on the desktop.

I haven't tried much else outside of blowing cool air to dust off my computer. I have also tried to unplug and plug in my exention cord.
