On 98se the menu entries are in the registry,mine are here:
HKEY_CLASSES_ROOT\AllFilesystemObjects\shellex\Con textMenuHandlers
I dunno if yours are in the same spot,if not do a reg search for "send to" thats how I just found where they are... (I knew it was in the reg but didnt know which key it is)
