Yes quite a disaster, try setting up an alternate email address and send an email
from it to your brothers locked email, in the email mention the phone number of the "lost" phone and also the number of the new phone that you have got for him. (your phone).
Google read our emails so wait a day, try contacting google to try and get the account unlocked tell them the phone was lost, see if they text the new phone with the details.
