The logs show two antivirus softwares in some form of install there, with both Norton and Sunbelt's Vipre. This will cause conflicts and slowdowns, and lead to software and settings corruptions, so you need to choose one and uninstall the other. Since the logs don't show the Vipre uninstall listing perhaps what shows now is a partial uninstall of that. If so, go
here and download their CS&VClean.exe uninstaller. Then disable all security software, click that downloaded file and follow all prompts to uninstall Vipre. Being sure to reboot after.
