Let's try doing it like this.
Start a type cmd.
Open cmd as administrator. Copy and paste the following command (Ctrl + C and Ctrl + V)
bitsadmin / reset / allusers
Then copy and paste the following command.
net user administrator / active: yes
and
Type exit and Enter.
Now run windows repair software again please ..
If it still fails, enter the Cmd prompt as administrator. And copy and paste the following command.
sfc / scannow
Enter
Wait for the processes to finish.
