Huh? I, and many others I presume, have partitioned and formatted new HDDs from Windows Disk Management without the need of any 3rd party apps more times than I can remember.

Did you delete the existing partition (usually C) first? After a number of warnings you should end up with a screen showing unpartitioned space.
