USB Ports suddenly not USB 2.0
Have you gone into the BIOS and make sure that Hi-Speed USB is enabled. Some BIOSes have a setting where you can disable the USB 2.0.

My OS is XP Home and sus.ini doesn't exist on my system. Personally I'd delete it. If needed, which I doubt, you can always restore it from the Recycle Bin.
