I would suggest taking a look at the manual and seeing if there is any additional hard ware that may come with the machine, check you installed the correct set of drivers, and also take a look around...

I would suggest formatting the hard drive first and then reinstalling Windows back onto it. Remove the hard drive and connect it as a slave on another machine. Boot that machine and then format it...

Try resetting the CMOS battery and the jumper...
Try resetting the CMOS battery and the jumper next to the BIOS chip on the motherboard. IF you need help finding them, give us a shout. This might reset the BIOS and kick into booting. I dont know...
