I cleared cmos before flashing, and this mb has no jumper to prevent flashing nor any setting in the bios in this regard. I double checked that the ROM was installed on the floppy as well.

you wouldn't happen to have another power supply you could test? otherwise, sounds like an issue w/ the board. you could double check your connections on the board where the case switches...
