If the computer won't boot up at all and the error message is "The Comctl32.dll file cannot start," complete instructions on getting a working copy of comctl32.dll into the C:\Windows\System folder are in this Microsoft Knowledge Base article.

Scroll down to the section headed "Resolution" for step-by-step instructions.

You can boot into Safe Mode by repeatedly pressing and releasing the F8 key while the computer is booting up (if you hold it down, you will most likely get a keyboard error). That will get you to the boot menu where you can choose Safe Mode.
