Have you tried going to safe mode and trying it? (I assume Win10 has safe mode :))

And as long as we are talking about CHKDSK. .. Im on Win98se for those who dont know and I have CHKDSK but when I try to use it it tells me to use scandisk instead..

WHY??? -- Why is it even on Win98 if it wont let you use it??

You need to run it as administrator.

Thus:
From Command Prompt

Log into Windows 10.
Press the Windows key to open the Start Menu.
Select Search.
Type-in cmd.
Right-click on Command Prompt from the search results list.
Click Run as administrator.
Log in as an Administrator.
When Command Prompt launches, type the command: chkdsk C: /f

Which anti virus/security program do you run on your computer?

Norton is one that can take over certain administrative tasks and could perhaps be the reason for what you are seeing.

Suggest that you only use Microsoft's built in security and no other.
