unable to access a pen drive on the laptop

I have two Kingston pen drives. Both of them work fine on my PC. On the laptop however, the 4 gb one works fine but the 16 gb one is not recognized.
How can I get it to work? Thanks for any help.

plug the drive in then go to disk management. If it shows there try assigning a drive letter to it.

Click Start > Run and type diskmgmt.msc in the Open: line and click OK. The Disk Management snap-in will open.

I had already tried it. The flash drive doesn't show up on the disc dive list.
Also how does one access the Start>run facility on Windows 7?
It is there on my PC which has the xp system.

For the Run dialog box, press the Windows key/R key combination.

Or, after clicking on the Start button, in the "Search all programs and files" field, start typing "command" and at some point (on mine, after I type a c), "Command prompt" will appear on the list.

You may need to right click that and left click "Run as administrator" for some commands to run successfully.
