Disappearing scroll bar

There are many places in Windows 8 where in the case of 3 seconds of inactivity the scroll bar disappears, like in IE, Mail, Store, etc. This is the most annoying thing concerning my Windows 8 experience, as I am forever moving my mouse to keep the scroll bar active. Is there not a way for us as users to turn this off, so the scroll bar does not disappear? Or at least move it up to 15-20 seconds?

Your mouse wheel works. Unless your mouse doesn't have a wheel (I haven't seen one of those in years).

A problem with Win 8, inactivity will cause it to disappear, just moving the mouse will bring it back.
